It looks like there have been some changes in this area of the Linux kernel sometime around July, so I tried updating to the 5.4.0-rc2 upstream kernel today. This updated kernel appears to fix the issue I've been having. I'll run with the 5.4.0-rc2 kernel for now. Hopefully the update that fixed the slow resume issue will be included in the next Ubuntu release.
