Public bug reported:

TRying to install Xubuntu 18.0.4. Installation crashes at GRUB2 package.
Turned off "Fast turn on" from windows power options before starting the 
installation. Created 500MB EFI partition. Still doesn't solve the issue. 
Trying for the 7th time now.
