I had VLC open, with a video paused, for about a day. I found out I have this issue when space ran out on / . I'm using Nvidia drivers version 430.40 on Ubuntu 18.04. Unlike the original poster of the bug, I did not switch to another user. I did however change my resolution - I manually change the resolution from 4k to 1080p for streaming movies and change it back to 4k to do other things. I suspect that the faulty situation appears when I VLC is started in one resolution and then the resolution is changed.
