The contents of the langpack xpi are not to blame. I replaced the one installed by firefox-locale-fr by the upstream one downloaded from https://addons.mozilla.org/firefox/downloads/file/3417333/francais_language_pack-70.0buildid20191002212950-fx.xpi, and the issue persists.
