My desktop icons are also rearranging themselves between logins, but it seems to be specifically the icons managed by xfconf (i.e. "Home", "Filesystem", "Rubbish Bin") - any other icons seem to retain their positions ok. I'm on Xubuntu 18.04 with all updates, and xfdesktop4 version 4.12.3-4ubuntu2. This wasn't happening on my previous 16.04 installation.
