the command that had solved my issue was the below bit from the inital report
"/sbin/udevsettle --timeout 10 as the last line of 
/usr/share/initramfs-tools/scripts/init-premount/udev and rebuild initrd 
'update-initramfs -u -k all'"
I'm not sure if it is still required or not the computer I put this on has done 
lots of updates since and I don't recall having to re-add this
