I'm also experiencing this issue on Arch Linux with xfce4-panel 4.14.0-1 and gtk3 1:3.24.10-1. I'm able to fix the issue by enabling compositing, which I prefer to have switched off. I've uploaded screenshots here: https://imgur.com/a/5KvhHA3
