I wrote a timechecker utility after some agony with vmware, vps hosting, and ntpd dying on me in short, It monitors your system timer and matches it with ntp.ubuntu.com. There is no other utility that I have found that does this, and a malfunctioning system timer hangs gnome, as anybody who have used Ubuntu gutsy in vmware knows. I do not think it qualifies to be included in the ntp package, and I don't know the msntp people either.
