Description:
in 19.10, ICL will be fully supported and old media/opencl driver will not be 
used for ICL+.
new openCL (NEO) and new media driver will be must for all customer who use 
ICL+ as the base.

Here are the latest media/opencl package Intel provided. Hope Canonical update 
them timely to fully support ICL+.
