I'm new to Ubuntu. i just did a fresh install of Ubuntu 7.10. Did all updates. Played an xVid off a samba share using Totem Movie Player 2.20.0 GStreamer 0.10.14 and GNOME. I automatically downloaded and installed the recommended codex. I originally changed my refresh rate from 60hz too 75hz. When I full screen the playing movie and then return to a window the refresh rate is back too 60hz.
