The ckb_IQ locale has been in Ubuntu since a few years as a patch, so
you need to translate more. Currently approximately 0.5% of the Kurdish
(Sorani) strings have been translated; to have separate language packs
generated I think that 5% needs to be translated.

Also, having a locale as an Ubuntu patch is not a good long time
solution. You should really visit that upstream bug:

and answer the questions posted by Mike Frysinger in the latest comment,
so the locale can be committed in upstream glibc.
