Public bug reported:

The fwupd version shipping with ubuntu 18.04 can not deal with Logitech
Unifying Receiver; running 'fwupdmgr get-updates' fails with the error
message 'cannot handle firmware requirement not-child'

This was fixed upstream in a newer release; maybe we can backport the
change? https://github.com/hughsie/fwupd/pull/1144/files
