For comment #6, CONFIG_NET_IPIP has been enabled for all KVM kernels:

As per discussion with Kamal:
Disable the test case, on the grounds that "fan is not supported" in
linux-kvm (until the fan folks or a customer asks for it to be supported).
Therefore I will mark this as Won't fix for KVM kernels.
