Confirming, I was able to trivially repro.

Selecting the "Report a Bug ..." item on the Help menu causes Firefox to
display a "collecting problem information ..." dialog for longer than I
liked, then open a new window (seems to me like a new Firefox instance,
even!) with the "Problem loading page" error message and the URL
file:///home/era/%22https://launchpad.net/ubuntu/+source/firefox/+filebug/lZegKa5BypJ6QLwTkrjCGRlUoco?%22
in the location box.

The instance on pts/0 is where I'm writing this, and where I selected
the "Report a Bug ..." menu item.  The one without a controlling
terminal is a second instance, clearly started by the bug reporter.
It's running on a non-default profile (latest non-default profile which
I quit from while confirming repro steps for LP bug #163656,
ironically):
