I have a Belgian (be) keyboard and can confirm that the key that looks
like a quote produces a straight tick. (I don`t have any key that looks
like a straight tick though)

changing the be file in /etc/X11/xkb/symbols changes it for me after
logging out of X and logging back in (apostrophe ->
rightsinglequotemark)

[EMAIL PROTECTED]:/etc/X11/xkb/symbols$ diff be be_backup
17c17
<     key <AE04>        { [ rightsinglequotemark, 4, onequarter,       dollar ] 
};
---
>     key <AE04>        { [apostrophe,          4,   onequarter,       dollar ] 
> };

I`m however not sure this is a bug or just the way it is.
I"ve assigned a package to the bug which should bring it to the attention of 
people with more expertise than me
