I do have a VERY different workaround, that let me suggest the real bug is with xserver-xorg-video-intel.
Everytime I set my /etc/X11/xorg.conf file to use 'i810' driver, my TTY[1-6] works fine. And when I set Xorg to use 'intel' driver, my TTY[1-6] goes away.
