Public bug reported:

Related to #949597

OS: Ubuntu 18.04.02 LTS
Program: minicom

User account: <user>

Steps:
======
1. Added <user> to group 'dialout'
`sudo adduser <user> dialout
2. Logged user out from the graphical desktop (Gnome 3)

What I expected to Happen:
==========================
a) user is in group 'dialout'
b) minicom to /dev/ttyUSB0 works

What happened instead:
======================
* user is in group 'dialout'
* minicom FAILS with 'permission denied'

Somehow, the previous group information persists.

Minicom started working only after rebooting the system.

** Affects: gtkterm (Ubuntu)
     Importance: Undecided
         Status: New
