Can't we go back to using /proc instead of /sys until the sysfs stuff handles pci domains correctly? The good things 011_fedora_pci_scan_fixes.patch adds will still be left.
I attach a simple patch to force proc instead of sysfs. On my computer all devices are found in proc even if they are on different domains, and thus scanpci finds all.
