Can't we go back to using /proc instead of /sys until the sysfs stuff
handles pci domains correctly? The good things
011_fedora_pci_scan_fixes.patch adds will still be left.

I attach a simple patch to force proc instead of sysfs.

On my computer all devices are found in proc even if they are on
different domains, and thus scanpci finds all. The code for sysfs
doesn't read information about other devices than those on pci domain 0.
