I recently realized that the problem with the Wi-Fi icon will be resolved by adding a VPN configuration from Network Settings and connecting to it. After that, the problem will be fixed forever. Even without connecting to the VPN. Also, after logging off, the problem will not come back. But restarting and shutting down the system will bring the problem back.
