I am using 18.10 and I have not yet experienced this issue. For me, in 18.04, something that consistently triggered this bug was whenever I accidentally touched the touch-screen on my laptop while adjusting it.
In 19.04, I am able to interact with the touch-screen using my fingers, and this issue has not appeared yet. Also, I never used workspace related extensions. So, it is possible that there are multiple issues here, that all have the same symptom.
