Public bug reported:

Settings Panel -> Application Style -> Windows Decorations is Non-Usable
and has been bugged since beta. Upgrade from beta to release Kubuntu
19.04. Panel looks like this when selected:

Expected to see the panel, received the screenshot above instead.
