Binary package hint: flashplugin-nonfree

I installed flashplugin-nonfree version 7.0.63.3ubuntu3 via Synaptic.
In the pop up dialog in Synaptic for the flash plugin I clicked yes to
allow downloading the plugin.  Then following the instructions located
at Gnome menu: System>Help>System Documentation I proceeded to use the
command: sudo update-flashplugin

This always spits out the result: automatic installation failed due to
network problems or upstream changes

Internet connection is working.  I am trying to install the Firefox
Flash plugin on Dapper 6.0.6.1.  Please note that I do not use Backports
on this particular Dapper installation and am not interested in using
Backports for flash.  Any help or explanation would be appreciated.
