Per manpage and --help output: par2 c(reate) [options] <PAR2 file> [files]
Your command line 'par2create filename.part*' expands to 'par2create filename.part01.rar filename.part02.rar [etc...] filename.part010.rar'. As such, it specifies "filename.part01.rar" as the <PAR2 file>, and parts 02 through 10 as the files for which to create recovery files.
