Public bug reported:

Hello,
I bought a PC in a store. This was the last PC so I took the one which was in
demo, with Windows on it. I tried to install Ubuntu 18.04 with a USB key, but I
encountered a problem: "Sorry, Ubuntu 18.04 has experienced an internal error".
I have this info (among others):

ExecutablePath:
/usr/lib/ubiquity/bin/ubiquity

Package:
ubiquity 18.04.14.12

Title:
ubiquity crashed with TypeError in enable_download_updates(): Argument 1 does
not allow None as a value

ApportVersion:
2.20.9-ubuntu7.5

Architecture
amd64

CasperVersion
1.394

ProcEnviron:
Error: [Errno 13] Permission denied: '/proc/1601/environ'

I couldn't find "/var/log/partman" but I found "/var/log/syslog".
I also added "/var/log/installer/debug", it may help.

1) The release of Ubuntu you are using, via 'lsb_release -rd' or System ->
About Ubuntu
Description: Ubuntu 18.04.2 LTS
Release: 18.04

2) The version of the package you are using, via 'apt-cache policy pkgname' or
by checking in Software Center
"apt-cache policy pkgname" makes this in the terminal:
N: Unable to locate package pkgname

3) What you expected to happen
Install Ubuntu

4) What happened instead
I can use Ubuntu on USB but it doesn't install it on my computer

** Affects: ubiquity (Ubuntu)
     Importance: Undecided
         Status: New

** Attachment added: "syslog and debug files"
