That's OK though, because freeglut3-dev actually depends on xlibmesa- glu-dev OR libglu-dev (the latter of which is a virtual package provided by libglu1-mesa-dev).
I suspect you have broken packages on your system, which is making it hard for apt to resolve this situation.
