Both these packages are reported as broken after both a fresh install and as an upgrade from 16.04.
iF grub-efi-amd64-signed (1.93.13+2.02-2ubuntu8.12) iU shim-signed (1.37~18.04.3+15+1533136590.3beb971-0ubuntu1) System failed to boot after the fresh install. Successfully installed 16.04 and did a dist-upgrade when the GUI notification popped up.
