I’m seeing this problem too; Googling “gnome-power-manager suspend when unplugged” comes up with an ancient bug from nearly 18 months ago which seems to have been *fixed* in g-p-m 2.13. I didn’t see this issue on Feisty; it appeared when I ran the upgrade program to Gutsy.
