TBH this isn't about "a warning/error message to be missing" - it is a request to add the feature to be able to "Allow creating max number of VCPUs on POWER9" and should be declared like that. @JFH/@Manjo - I leave it to you to discuss that and make the change.
Furthermore the patches referred are kernel only, so qemu task is invalid and I'm adding a kernel task instead. And finally all patches are in 4.19 upstream, so Disco is already fix-released except for SRU considerations. Since Power9 is >=Bionic that is the max SRU target (if any).
