A correction: the package in disco vendors its dependencies, in the way
that docker.io and snapd do, and for much the same reason: to enable
backports to LTS. So there are no build-depends in universe but there is
bundled source code from other projects.

This means that (again in disco for now, but soon to be all stable
releases) while the Debian and Ubuntu packaging share a common history,
they are no longer in sync and are unlikely to be again, so in that
sense the quality of maintenance in Debian is not super relevant to this
MIR (unless we maintain the vendoring changes by rebasing on top of
Debian; I'm not sure if that would be a good idea or not at this point).
