No worries, Daniel. I was going to log the new bug report. I re-enabled the proposed updates and opened aptitude to install the package but I noticed that there was an unmet dependency (libmutter: 3.30.2-1~ubuntu18.10.3) for the proposed package. I installed that dependency along with the proposed package, and, to my surprise, the package now works as expected. There is some minor flickering when the mouse cursor is moved diagonally over context (RMB) menus in some gnome applications (files and the desktop), but the system menu and the taskbar behave as expected.
Perhaps when I followed instructions the first time I upgraded to the proposed package the dependency failed to install. The package works now.
