Public bug reported:

Trying to freshly install php-libsodium on both Ubuntu 18.04 or 18.10,
causes all php scripts to start throwing the following error:

# php -v
PHP Fatal error: sodium_init() in Unknown on line 0
PHP 7.2.15-0ubuntu0.18.04.1 (cli) (built: Feb  8 2019 14:54:22) ( NTS )
Copyright (c) 1997-2018 The PHP Group
Zend Engine v3.2.0, Copyright (c) 1998-2018 Zend Technologies
    with Zend OPcache v7.2.15-0ubuntu0.18.04.1, Copyright (c) 1999-2018, by
Zend Technologies

sodium calls seem to succeed, but always with that error at the start
claiming it's fatal:

# cat test.php
<?php
var_dump([
    SODIUM_LIBRARY_MAJOR_VERSION,
    SODIUM_LIBRARY_MINOR_VERSION,
    SODIUM_LIBRARY_VERSION
]);
?>

# php test.php
PHP Fatal error: sodium_init() in Unknown on line 0
array(3) {
  [0]=>
  int(10)
  [1]=>
  int(1)
  [2]=>
  string(6) "1.0.16"
}

This obviously causes problems when it's the first output that shows up
in, say, webpage output.

** Affects: php-libsodium (Ubuntu)
