I really think adding a menu bar only to have a help button is too much
for this.
The app is called Search Tool, so I guess it's not that hard to imagine
it's for searching files. Also, it has an input box, and if you enter
something, then the files are shown (not on the LiveCD, I know, but
that's covered by bug #151570).
I'm closing the report. If you disagree and still think this should be
changed, please reopen it.
