For folks using Unity, I think I got a solution that doesn't require #11 's awful sleep hack.
Using 19.04's development version of unity-settings-daemon seems to fix everything. I've rebooted 10 times straight in a row and all of them got shortcuts working. First, upgrade colord(unity-settings-daemon depends on newer version of these): colord_1.4.3-4_amd64.deb colord-data_1.4.3-4_all.deb libcolord2_1.4.3-4_amd64.deb Then, upgrade unity-settings-daemon: unity-settings-daemon_15.04.1+19.04.20181122-0ubuntu1_amd64.deb libunity-settings-daemon1_15.04.1+19.04.20181122-0ubuntu1_amd64.deb You can Google these and easily get the .deb files from official Ubuntu APT repository. Install these debs and you won't require that awful sleep hack.
