For folks using Unity, I think I got a solution that doesn't require #11
's awful sleep hack.

Using 19.04's development version of unity-settings-daemon seems to fix
everything.
I've rebooted 10 times straight in a row and all of them got shortcuts working.

First, upgrade colord(unity-settings-daemon depends on newer version of these):
colord_1.4.3-4_amd64.deb
colord-data_1.4.3-4_all.deb
libcolord2_1.4.3-4_amd64.deb

Then, upgrade unity-settings-daemon:
unity-settings-daemon_15.04.1+19.04.20181122-0ubuntu1_amd64.deb
libunity-settings-daemon1_15.04.1+19.04.20181122-0ubuntu1_amd64.deb

You can Google these and easily get the .deb files from official Ubuntu
APT repository.

Install these debs and you won't require that awful sleep hack.

If anyone's still using Unity with that hack, please let me know how it
goes!
