I encountered the same problem when I used 'virtio' for the cdrom. Changing it to 'ide' solved the problem for me. I used an XML file and virsh, I guess it will be something like with virt-install, in the case of the reporter: --disk bus=ide,device=cdrom,path=/root/ubuntu-16.04.1-server-arm64.iso
