This was still an issue as of today with Linux Mint 19. I installed the plugin manually as Afshan suggested and it worked for me.
Download the latest files here https://www.openprinting.org/download/printdriver/auxfiles/HP/plugins/ at the very bottom of the of the page find the latest files and copy them to a location you can easily remember to get to, from the CLI. Open a terminal and cd to the file location then just sh hplip-3.18.12.run and choose the right filename for the version you downloaded. Follow the instructions and it will load the missing plugin for you.
