Public bug reported: Ubuntu/Kubuntu missing power management on laptop with bay Trail or cherry trail. Tested on HP X2 Detachable model 10-p028nl CPU x5-83xx on Ubuntu 16.04 and Kubuntu 18.04 the battery icon doesn't show info about remaining power. Tried kernel 4.15.x and 4.20.3 no success.
upower -d doesn't show the battery. It works correctly on Fedora 29 kernel 4.18.x It could be some patches missing on APX20x, APX288 module.
