I may have forgotten to mention that installed extensions (even if
disabled) can still cause bugs.

Please try uninstalling all of these:

Or more simply you can try live booting:
  http://releases.ubuntu.com/18.04.1/ubuntu-18.04.1-desktop-amd64.iso
and tell us if that has the same bug.
