I don't use tlp myself so don't have much interest in pushing the point. However if tlp is ever to become a standard part of Ubuntu then issues like this would need to be fixed. Not closed without a fix.
I disagree with your suggestion of logging a bug that describes a solution. A bug report should describe a problem, and not prescribe its solution.
