Cloud-init also introduced a fix for
https://bugs.launchpad.net/bugs/1798117 which allows cloud-init to
handle popping off a top-level network key as provided by LXC, so either
approach will now work user.network-config vs user.user-data.

cloud-init 18.4 will handle both formats.
