I have encountered this bug as well, I like to choose English as a language during Ubuntu's installation and then later download support for Dutch through "System -> Administration -> Language Support" so I can have Dutch spellchecking while I still have English as the GUI language. After downloading language support for Dutch I noticed that Dutch spellchecking in OpenOffice still wasn't working because myspell- nl wasn't downloaded. It's been longer than one year now since this bug was reported, I hope it will at least be triaged soon. This bug doesn't seem to be hard to fix.
