This dependency is in Qt5Gui_QWaylandEglPlatformIntegrationPlugin.cmake. It is shipped in libqt5waylandcompositor5-dev, not in qtbase5-dev, so I am reassigning this bug accordingly.
I have fixed it in this commit in our packaging Git: https://salsa.debian.org/qt-kde- team/qt/qtwayland/commit/058587ef88cf5f6c.
