There are 4 gnome-initial-setup.desktop files in my system /usr/share/applications/gnome-initial-setup.desktop /usr/share/gdm/greeter/applications/gnome-initial-setup.desktop /usr/share/ubuntu/applications/gnome-initial-setup.desktop /usr/share/ubuntu-wayland/applications/gnome-initial-setup.desktop
