That is xfce4-indicator-plugin actually. It can show different
indicators including -application (used by various applications like nm-
applet etc.) and -messages.

Now in 18.04 the -application part is handled by xfce4-statusnotifier-
plugin instead. However, the upgrade process does not modify user
configurations, so the user has to manually switch to the new panel
layout and also remove or disable indicator-application.

I do not know if this is something that can be easily fixed without user
interaction.
