I was affected by the bug, found this bug report, followed the
instructions to activate -proposed and used "sudo apt-get install
ubuntu-release-upgrader-gtk/bionic-proposed" to update the
python3-distupgrade, ubuntu-release-upgrader-core and ubuntu-release-
upgrader-gtk packages, deactivated -proposed, tried updating, and the
whole update process worked fine, but I got some Apport window that
opened and complained about some bug just after clicking on the Update
button, the one that previously didn't work. I'll include the error
message that I got in the terminal.
