I'm waiting for it to fail again before posting more info.  Once it does
I will try the upstream kernel.

But to answer the question, this was happening in 18.04 (kernel version
4.15.0-38-generic) prior to upgrade, and has failed once since upgrade
to 18.10 earlier this afternoon. (But as luck would have it, it won't
fail on demand for me now!)

Last time I can remember this particular system resuming from suspend
reliably was probably just prior to install of 18.04 from new -
previously it was running 18.04 upgraded from 17.10 (and earlier!)

I'll keep an eye on it and report back.  Annoyingly, for now though, it
seems to be resuming OK!
