Dear Joseph, the issue started after an upgrade to 18.04 LTD - under 16.04 LTD the USB's were ok. Before the upgrade to 18.04 they were o.k., so I doubt that there are any issues with the hardware. However, after the upgrade I tried to create an image using Clonezilla, pointing to USB4 as a target to copy the image-file, and inserted a USB-stick. Clonezilla did not recognize an available target, and I ended the backup-procedure.
Later on, after the upgrade I changed to a newer kernel version (4.15.0-36-generic), and the laptop was working, except from the USB interface. As my printer is connected via the USB-slot, I noted problems to print and then tried to fix that. I followed your recommendation. Now "uname -r" reports, that kernel 4.15.0-39-generic is active. However, the USB-slots 3 and 4 are still not accessible. Marked the bug as "confirmed", but did not add a tag.
