Public bug reported: Binary package hint: console-data
The only way (that I am aware of) to change the default keyboard mapping on a machine is by using 'dpkg-reconfigure console-data'. This would be used in changing the core keymapping from us to another language, dvorak, etc. The problem is that console-data is not installed by default and is only available via universe.
