Randy, It is true, but we have different definitions of "old".
By "old behaviour" we are referring to previous Gnome releases that also used libinput. And by "old behaviour" you are referring to much older releases of Ubuntu (Unity) that used the X synaptics touchpad driver instead of libinput. You can get back to your desired much older behaviour by installing package 'xserver-xorg-input-synaptics'.
