The problem here is that the dbgsym packages are not an official part of Ubuntu. They just have been made available by someone to support debugging. The official Ubuntu packages don't know about the dbgsym packages and don't have the conflict and or replaces directives set. Therefor Synaptic does not know about conflicts, and will install the packages. This problem is simply caused by the use of the non-official packages and is not a bug in Ubuntu.
