Hello.  Thanks for looking at this.

I only use the package for amusement, so it doesn't matter.  In any case there 
is an
easy workaround: convert the text file to ISO8859 (eg with iconv) before 
feeding it into
Festival.

I presume the cause is the environment in which the package was created.
There seems to be no reported encoding issue with Festival itself.  I
looked into compiling Festival myself but this required a very old build
environment so I did not spend any more time on it after that.

Perhaps the build environment could be changed for the next repackaging of it.
